PROJECT ALLOWANCE (effective from 01.08.1997)
1. With a view to compensate the employees for
lack of facilities like housing, schooling, marketing
and other social amenities at the project site, Project
Allowance is payable to employees borne on the regular
establishment of SJVN and trainees drawing pay in the
regular pay scales other than muster roll, daily rated,
work charged and casual employees as under:

Project Allowance shall not be admissible to
employees who are eligible for Generation Incentive.
1.1 For the purpose of computing the Project
Allowance, pay shall mean the basic pay and such other
allowances as may be declared as pay for this purpose.
2. The terms and conditions for admissibility
of the Project Allowance are as under:
1. Project Allowance is admissible to only such
employees as are residing in the project area/the
municipal or local limits of their place of posting or
nearby locality, provided, however, the allowance may
also be granted to the employees residing outside the
project area/the municipal or local limits of their
place of posting subject to the following conditions:

They should be residing
outside the Project area/ municipal or local limits
of their place of posting due to non-availability of
residential accommodation in the area and not
because such an arrangement is more convenient to
them.

No facility of free or
subsidized transport is available to such employees
for journeys to and from their place of work.
2. In case of those employees who are in
receipt of House Rent Allowance, the amount of Project
Allowance will be treated as reduced to 50% of the rates
specified above. However, the aforesaid deduction shall
not apply in case of employees drawing HRA/leased
accommodation for retention of family at a place other
than the place of posting permitted by the Management
under separate Rules on the subject.
3. The payment of Project Allowance in
different situations like leave, training, suspension
etc. is to be regulated in the following manner:

The allowance will not
be admissible during the period of transfer out of
the project area exceeding two months or during
leave for a period exceeding two months provided
that the allowance may be paid for another period
not exceeding two months if the extended period of
leave is on medical certificate.

During the period of
training of the employees away from the
headquarters, they would be allowed to draw the
allowance at the admissible rate for a period upto
two months unless the headquarters have been changed
during such period. For the period beyond two months
during training, the payment of the allowance would
be continued by the employee furnishing certificate
to the effect that their family continued to reside
at the headquarters for the period for which the
allowance is claimed.

During the period of
suspension, the allowance would be admissible only
so long as the headquarters of the employee under
suspension continues to be located in a place which
qualifies for payment of this allowance subject to
the employee furnishing certificate to the effect
that he or his family members continued to reside at
the headquarters for the period for which the
allowance is claimed.

Family for the above
purpose would mean the employee's wife/husband,
children and other persons residing with and wholly
dependant upon him/her. The
husband/wife/children/person having an independent
source of income would not be treated as a member
belonging to the family of the employee except when
such income including pension (exclusive of
temporary increase in pension) and pension
equivalent of death cum retirement benefits does not
exceed Rs.2500/-
3. Since the project allowance is intended to
primarily compensate the employees for lack of
infrastructural facilities, the allowance will be
withdrawn by the management at its absolute discretion
in a phased manner depending upon amenities being
introduced at the project site.
4. The competent authority for interpreting
these Rules is Director (personnel) whose decision is
final.
5. The management reserves the right to modify,
cancel, add or amend any of these rules at any time
without giving any notice or assigning any reason there
for.
